They are working on it, and it seems they have made it work. The people behind the Gmod Tower. Since they use 2 seperate servers for their mod/map/whatever, they have worked on a way to make inter-server chat.
I don't know for a fact that it works, but it seems like it from this picture from the site.
The chat/messaging systems are now finished, as is the experience/achievement system.[/b]
Really looking forward to it being released, and I think they have done a great job so far, though it is unreleased.

I bet for the inter-server communication, they just have the servers share MySQL databases.
That way both get the same information about experience, life, and yes, chat.
