Well there are two ways I know of:
Hardish way: Find the folder that contains all the npc sounds and place a sound file in there, for an example npc/overwatch/radiovoice/ and place a sound file in there you want to use, then retype the address (including the name of the song after the last slash) into the sound emitter pathway and dont forget to add .mp3 at the very end. (an example if your confused would be:
    npc/overwatch/radiovoice/bannanasong.mp3

Easy way: Download an in game mp3 player (Something like this http://www.garrysmod.org/downloads/?a=view&id=71256) install it into the addons put some songs/sounds in there and play it ingame,
after that go into the console type "soundlist" without the quotes and copy the sound pathway you see into the sound emitters pathway.

Thank You! I tried this out and it worked!

I once had a script on my server that allowed uploading sounds but it was pretty crap because everyone needed to rejoin to download the sounds.

It used a datastream to upload the files and gm_rawio.dll to save the files.

But more seriously if I was a server owner could I upload the file to there for people to here?
or would I just would have to have them install it on the computer?

Your visitors will have to download the music files. At atleast 2mb's for a fairly low-quality song, you'll have to be careful with piling up too many files for potential users to download.
