You can't without a module like gm_rawio.dll i think.
I was wondering how you can upload sound to be played by the sound emitter. Can any one help me?

Well there are two ways I know of:
Hardish way: Find the folder that contains all the npc sounds and place a sound file in there, for an example npc/overwatch/radiovoice/ and place a sound file in there you want to use, then retype the address (including the name of the song after the last slash) into the sound emitter pathway and dont forget to add .mp3 at the very end. (an example if your confused would be:
npc/overwatch/radiovoice/bannanasong.mp3
Easy way: Download an in game mp3 player (Something like this http://www.garrysmod.org/downloads/?a=view&id=71256) install it into the addons put some songs/sounds in there and play it ingame,
after that go into the console type "soundlist" without the quotes and copy the sound pathway you see into the sound emitters pathway.

uploading a sound... uhh... i think you mean uplaoding a .mp3 file to a server??
if you can do this , you woul be able to uplaod a music file thats like 30 MB big to a server...
but anyways its a good idea . i always thought about that...

I once had a script on my server that allowed uploading sounds but it was pretty crap because everyone needed to rejoin to download the sounds.
It used a datastream to upload the files and gm_rawio.dll to save the files.
