help with a contraption

im trying to make an aggravator device :] and i would like to know what gates/chips i should use. i've got the Hover drive, beacon sensor, and target finder part down, but what gates should i wire it for the device to teleport to a player ever few seconds, and teleport at his chest instead of feet. and how can i add a toggle for on and off? thankss

its not an anti-noob contraption btw, because i only ever see noobs using them, and trapping decent players.
