I don't think it will happen. It's just same as with OpenSource problem in the Europe, they were saying there will no longer be GPL or any other licenses, because of upcoming evil patent law. People stood up, and here we are, free open source is still here.
The internet filter (censorship really) program is also only a suggestion from one politician, to win the votes of christian religious grannys who tells that sex is evil just because they didn't get any when they were young. Well, I think (and HOPE) that everyone who has some brain will vote against such stuff, why? Well first, any filtering requires real time data checking, sorting, that means slower internet! Do you want that? NO! Second, filters LOG all data so that later "entrusted grannys" could check what people are browsing and ban that as well. The problem is that all the secure personal data would be logged as well! The people should be conserned, but even more conserned should be any internet based business that lets you buy via internet. The banks should be utterly conserned about such stuff, because if it's not secure, it will make whole system go back 10 years, when to do any operation you need to actually visit the bank! The last drop is freedom of speech... Internet filters might block some illegal content, but even if it's low rate, it blocks some inoncent websites as well, just because they have some blacklisted keywords like "sex" "drugs" or anything else!
In conclusion, I don't think it will actually work. If it in any way will be approved, it will be start of doom for us all. It's just like court practices, when there is one example conviction, all others goes much faster.
