where I live I simply made a deposit to a paypal-bank account and the money was transfered to my own paypal account the next day. no activation and such, pretty sure there is something like that for your country as well.

go to a local mall (some banks may work too) and get a pre loaded credit card. you can't put any more money onto it and its not tied to an account but it can be used for pay pal. theres generally a 2-3 dollar charge for starting the account

I'm a little confused here.

You say you have more than enough money to pay for it, but that don't have your PayPal set up yet. First off, I've never heard of an ISP that took payment in the form of PayPal.. secondly, even if there WAS one, I'm pretty sure they'd accept checks or credit cards as well. Why can't you just pay the internet bill with your card?
