Well I can find it using HLSW... Is it a listen server?
Hi there. I've just set up a Gmod server (87.60.96.189) but it doesn't show on the server list.
the only way to join is to type "connect 87.60.96.189". How can i get it into the server list??

It's a listen server if you open up GMod and click "Create Multiplayer". It's hosted if you use HLDS.
In order for players to connect to your server, I'm pretty sure you have to forward ports on your router. Also, if its a listen server and your bandwidth sucks, the server will lag immensely to other players.
Usually your server just doesn't show up on the list. It's a simple fact of Steam. There's so many servers Steam just doesn't feel like giving you every server in the entire united states (or the world!) so it just gives you the ones at the top of its list. If you can connect via the connect concommand, everything is fine. You'll get visitors.
Oh, and the list is even smaller if you have "show map list" checked. Always uncheck that, it messes things up and is completely useless.
EDIT:
Your server shows up on GameMonitor, which means that the Steam servers definitely know about it. If you add it to your favorites you'll see it there.

Btw. One of my friends said that if i typed:
heartbeat
sv_lan 0
sv_region 255
in console it would make it visible on the list. Does these actually work?

Well, sv_lan 0 is a must for a dedicated server. LAN or Local Area Network is all the computers that are on your IP. So having sv_lan 1 would make it so no one from the interwebz can join your game.
Heatbeat is telling your server whether to tell the Master Server that you want your server on the list. By default the value is on. So unless you set it to 0, this shouldn't be the problem.
I have no idea what sv_region 255 does. I'll have to google that.
EDIT: I guess sv_region sets the location of the server. I don't know how that would make it show on the list but it could work if the Steam Master Server picks like that. Give it a try.
Oh and 18 hours, I have my lonely little server that no one ever plays on. It's most likely because they will have to download some songs before they get in. 10 year olds don't have a long attention span and will leave the server before they get done downloading.

if sv_region is 0 it won't show up in steams master server, i believe it broadcasts its ip to the appropiate server decided by what region you are in.
it probably to prevent europeans to find american servers because of time difference, no point in finding 500 empty US servers if you live in EU
I had this exact problem my self, and setting sv_region to 2 which is europe made my friends find my server instantly.
