Wire Limits

I didn't find any other threads so yeah...

Anyways, how do I put up my WIRE limits? a.k.a. wire thrusters, sound emitters, etc. I know there is a control panel in utilities or something but last I tried it it doesn't work what-so-ever. On it, the limits are always 0 and when I do change them, effect nothing.

I have also tried putting in random console things but with no success.

Btw, this is for a private server of mine and I have latest SVN on it.
