Wiremod settings file not found

Hi I read the sticky about changing the Wiremod settings in the server.cfg file but that file is nowhere to be found in my garrysmod directory. Do I have to create it myself or is this part of a mod or do I just put in new data into the config.cfg file?

Please help me out here because I would like to have the max settings without having to manually put in the #'s everytime I start up garrysmod.

It's not there... that file in the sticky is just not there so what can I do?
