What folder does your GMod reside in?
So I just installed steam and gmod on my laptop. Then I got tortoisesvn and got the most recent svn of wiremod (checked out to the addons folder)
everything seems to have been done properly, but the wire tab does not exist.
I also have had problems with other addons showing up. I tried a dismemberment mod, a extra npcs mod. and neither of those worked either.
I never had this problem on my desktop PC (XP 64bit)
I have been using gmod since it was nothing but a rope tool, so I do know what I am doing here, it just isn't working for me this time...
I am wondering, I am on vista x64 ultimate. Could some of it's retarded file permission settings, data execution prevention, or user access control settings be causing gmod to not be able to load wire and others?
EDIT: so apparently now when you right click a folder, choose to checkout, it adds a /wiremod/ folder to the end, aka garrysmod/addons/wiremod
I don't know if it has always done this, but I certainly don't remember it being that way. In any event, my bad for not seeing the trailing folder. Mods please delete this post, or leave it for other people making the same mistake I did.

here is my suggestion, checkout wire to documents folder, export from the rmb tortoise menu to addons, take the wire, adv. dupe and wire model pack folders out of the wiremod folder and put them in the addons folder then delete the wiremod folder. If this doesn't work pm me and ill help you out.
