BaseMHz should be the same on TX and RX, make sure you've linked the transmitter to LS: Energy if it's installed, make sure "On" is set to 1 on the TX and that the TX and RX are properly lined up.

no I cant link it up to ls:energy I use LS3 And RD3 so it wont work

Oh great. Well, when I get access to those, I'll try to fix that too. Where did you get LS3 and RD3 from? Do I have to join snake's server and all that just to get it?

I'm trying to fix duplication for radiosystems at the moment while working on the demolition charge and GlobalRP 2.5c-2 (a bit hectic!)

EDIT: I've made great progress on the demolition charge and I'll include it in the wiremod extras SVN tomorrow.

I have updated the wiresvnextras repository to include this. There is one tiny lua error that I can't seem to lose but it doesn't always occur and isn't a major issue. Someone can try fixing it if they like.
