Defender?

This isn't a new suggestion, but what's the object called that floats above a persons head and when they type in a certain command (in chat) it bombards another player with props and prop kills them. As soon as the player spawns the props chase them again until the owner types in the halt command.

I'm just wondering what this is called, because I want to know how to make one.
