That txt file must be in a folder inside your addons folder and if you open it it should have something telling that is an addon.
It should be more less like this:
->C:\Archivos de programa\Steam\steamapps\<yourname>\garrysmod\garr ysmod
-------> \addons\<addon1>\
--------------->info.txt
--------------->Other addon folders and files
-------> \addons\<addon2>\
---------------->info.txt
---------------->Other addon folders and files
...
And by the way what do you mean by distribute? Did you copy the subfolders that where inside your addons (Lua, cfg, settings,...) into your garrysmod folder??? If you did that thats not what you had to and there is your problem
